YOUTH EMPOWERMENT PROJECT BRIEF
The empowerment centres goal is to enable youth in adverse circumstances to be absorbed into the mainstream economy or tertiary education system as a way of getting them to rediscover opportunities or talents available to them to exploit. Hence the project can start in phases. What is important is to have a pilot site within the Gaborone peri-urban area where already large numbers of youths exist who are giving up in life and indulging in delinquent behavior including alcohol and drug abuse. The pilot phase would be a year. In that phase motivational classes and computer appreciation classes would be outsourced. From the onset it will be necessary to have career and social guidance counselors on hand to advise on specific individuals to be able to better target the materials to be presented. This would also be repeated after attendance of course materials.
Following the pilot phase the project would then be rolled up to other districts in a scaled up manner which would firstly result in one up north and another in the south. In the pilot phase a sites would also need to be identified for construction of such facilities. It is envisaged that for such a project to not only take off but yield perceived results it shall have to be operated by passionate people who would also need to be working within organizations which would enable them to operate.
Implementation of the project needs to be carried out by non-governmental organizations. There shall need to be proper staffing whereby responsibilities are outlined and coasted accurately.
Project Sustainability
It will be necessary to come up with innovative ways of long-term funding for the centres, since the project deals with a challenge facing nations in this era of globalization. These could be provision of business centre facilities to generate income. Those who are subsequently engaged in jobs would need to contribute something to enable the centres to continue providing such service. The concept would be on a revolving fund which would not to be strictly adhered to.
